Long-Range Facilities Planning

  • Under the direction of the Coppell ISD Board of Trustees, CISD formed a Long-Range Facilities Planning Committee in 2019 - 2020 consisting primarily of district parents and guardians, community members, and a limited number of staff members and students. The committee was charged with drafting a comprehensive, long-range facilities plan for all CISD buildings and facilities, including those currently not in use, for the next three to ten years. 

    CISD engaged Dr. Lizzy Asbury, CEO of TransCend4, to serve as the external facilitator of the Long-Range Facilities Planning Committee. The committee held its first meeting on October 17 and met in December, January, February and March before presenting its recommendations to the CISD Board of Trustees at its May 11, 2020, special board meeting.  The committee toured various campuses and facilities, as well as heard from district leaders regarding various curriculum, special programs, intervention services, accessibility, operations, athletics, fine arts, and other areas, as part of its process.

    CISD embarked on visioning work in 2021 to develop long-range plans for programming and facilities. The CISD Visioning Committee is a collective team of staff, community members and parents focused on the guiding purpose of assessing the current reality of public education in the state of Texas and in Coppell ISD,  investigating and evaluating instructional programs and practices, developing a collective vision for the future of our district and education as a whole, and aligning all of this work with our Mission and Core ValuesThe Visioning Committee represents the next iteration of Coppell ISD’s Strategic Design work which began in 2017.

    In August 2022, CISD will begin work on a bond planning process of bringing together the Long-Range Facilities Planning Committee and the Visioning Committee for a potential May 2023 bond. 

    The District procured the professional services of Cooperative Strategies in accordance with the Professional Services Procurement Act (PSPA) (Texas Government Code (TGC) §§ 2254.001-.007). This memo dated March 10, 2022, details the selection process of Cooperative Strategies as the most highly qualified provider in conjunction with the Texas Association of School Boards (TASB) RFI process and evaluation. Per the PSPA, following the selection of the professional services provider based on their qualifications, the District negotiated an agreement dated May 6, 2022. The agreement included three separate services to be provided by Cooperative Strategies, including:

    • Long-Range Facilities Planning - $71,175
    • ADA Survey Assessment - $7,500
    • Education Adequacy Review - $35,500

    The District entered into this agreement in accordance with CISD Board Policy CH (LOCAL) – Purchasing Authority; which authorizes the Superintendent to accept and award bids and proposals for all budgeted 6200-6400 series account codes, regardless of the amount (Professional Services fall within the 6200 series account codes). 

    In the May 2022 Board Update, the Administration informed the Board of the selection of Cooperative Strategies to provide comprehensive professional services for facility planning and assessments. Additionally, Cooperative Strategies attended the June 6, 2022, Board Workshop and provided an introductory overview presentation of the process and timeline for developing a comprehensive facilities plan with a bond steering committee.
