Professional Learning Communities (PLCs) and Multi-Tiered Systems of Support (MTSS)
We will evaluate current and future academic, social emotional and behavioral needs of our learners in order to align, design and implement structures for multi-tiered systems of support.
Aligned to CISD Core Values: Great Teaching and Authentic Relationships
Current Reality: CISD is continuing to build and grow in the structures set up for campuses with Professional Learning Communities. This includes some of the following areas:- Tier I instructional strategies to strengthen classroom instruction
- Small group instruction and supporting learners who need intervention or enrichment support
- Data analysis and using specific data tools such as NWEA MAP, iStation, Dreambox, mClass, Panorama surveys and other tools to review progress and growth
- Collaborative team time where educators come together to review data and have intentional conversations about learners’ strengths and areas of growth
Considerations: CISD will continue to look at specific ways we can grow and sustain our practices with professional learning communities. This might include:- Strengthening our Multi-Tiered Systems of Support encompassing our Response to Intervention Model of how we are monitoring progress for Tier II and Tier III learners
- Continue providing training to CISD staff on professional learning communities and how we can align and support our practices across campuses in the district and partner with families in communicating how these processes support their child (Solution Tree training, Crucial Conversations training, CISD Learning Academies, Universal Design for Learning)
- Continue providing training to staff in the areas of special education, 504 services, emergent bilingual services, gifted and talented services to help support all needs of learners and specifically how we are intervening, accommodating and identifying specific needs and areas of growth
- Continue our goals with Panorama Student Success Platform to have a more holistic approach to data collection and monitoring of learners across the district (academic, behavioral and social emotional needs)
Could Require:- Funding for training of CISD staff (Local and/or Federal)
- Ensuring time for training is being given to staff and monitoring of trainings happening from district/campus (calendar dates for professional learning and flex time opportunities)
- Funding for any additional tools needed for data collection and data analysis (Local and/or Federal)

Social Emotional Learning, Counseling and Mental Health
We will strengthen and sustain the current and future needs for social emotional learning, counseling and mental health specifically focusing on building and providing instructional resources, training opportunities and systematic data collection and evaluation processes.
Aligned to CISD Core Values: Great Teaching and Authentic Relationships
Current Reality: CISD is continuing to build on the structures set up for counseling, social emotional supports and mental health needs. This includes some of the following areas:- Creating an aligned comprehensive counseling program that includes support for elementary and secondary campuses
- Revising and updating current PK-12 curriculum documents and purchasing any needed resources to include learning supports for social emotional learning and character education
- Utilizing Panorama tools including: Social emotional learning data, Playbook strategies and Student Success Platform to support social emotional needs
Considerations: CISD will continue to look at specific ways we can grow and sustain our practices with counseling, social emotional learning and mental health needs. This might include:- Investigating, creating and implementing resources, training and support to meet a wide variety of behavioral needs
- Continue providing training and supports for digital learning with a focus on academic integrity, digital safety, digital citizenship, and cyberbullying
- Aligning implementation of social emotional support structures: class meetings, check-ins and restorative practices
- Updating health curriculum enrichment supports and provide training for mental health. (mental health conditions, substance abuse, skills to manage emotions, establishing and maintaining positive relationships, and responsible decision making; as well as suicide prevention, including recognizing suicide related risk factors and warning signs)
- Continue finding ways to support families with trainings and resources

Multipurpose Building Facility
We will strengthen collaboration, communication and partnerships of district departments by purchasing or constructing a facility to create a common workspace environment which also allows for space to provide professional learning for staff across the district.

Current Reality: CISD currently houses district personnel in three separate buildings due to lack of space to house all departments and staff in one common location. (Administration building, Roy C. Brock building and the Service Center building)
The following have been areas of need due to current reality:- The three separate buildings have created a strain at times concerning communication and collaboration opportunities for district departments in partnering to work together
- There is limited space in these current buildings in the district to pull large groups of people together for training opportunities, meetings and district events (this includes when inviting others from outside of the district to Coppell)
- CISD has to rely on campuses and outside community facilities at times to use for trainings and meetings. (scheduling conflicts for facilities often arise)
Considerations: CISD will continue to look at specific ways we can maximize current spaces while exploring ways to meet the increasing needs listed above. This might include:- The purchase of an already existing facility in the boundaries of CISD which would meet the needs of housing personnel and providing for collaboration and training/meetings spaces for staff and the community (This could be a building that is then renovated to meet the varied needs for office space and collaboration/training areas)
- The restructuring of current CISD facility in the district to meet our varied needs
- The construction of a new multipurpose building facility in the boundaries of CISD which is designed to meet the needs of housing personnel and providing for collaboration and training/meeting spaces for staff and the community
- Creating a plan for what buildings/land within the district could possibly be sold if a larger facility is purchased or constructed
Could Require:- Planning time and design for the multipurpose space/location
- Funding for purchase, renovation or construction of multipurpose building facility (Current and/or Future Bond)

Expansion of Pre-K Eligibility and Early Childhood Facility
We will strengthen, align, promote and grow our Early Childhood Program by expanding our PK eligibility and constructing an Early Childhood facility to house all of our Early Childhood learners and staff which will allow a more holistic approach for our Early Childhood needs.

Current Reality: CISD is continuing to build and grow in the support for learners meeting Pre-K/Early Childhood eligibility in the district. This includes some of the following areas:- Moved to offering Full day Pre-K/Early Childhood based on state requirements in 2019-2020, Learners must meet the state eligibility requirements to participate currently in our program
- We have seen growth in number of learners participating and meeting eligibility in our Pre-K/Early childhood program (large number of our learners meet the eligibility of Emergent Bilingual)
- We have worked to align curriculum and resources and provided training to staff who support Pre-K/Early Childhood
- Our current campuses housing Pre-K/Early Childhood are: Lakeside Elementary, Austin Elementary, Wilson Elementary and Denton Creek Elementary
- We are currently limited in some of our campus needs supporting PK/Early Childhood (smaller playground equipment and outside play areas to meet needs, increased classroom/cafeteria furniture needs as numbers have increased, space for housing learners in our southern campuses due to overall enrollment at campuses)
Considerations: CISD will continue to look at best ways to support our current program and look at expansion opportunities. This might include:- Survey of the CISD community and staff to see interest in expanding eligibility for Pre-K/Early Childhood (this could include opening eligibility to children of CISD staff, open eligibility to open enrollment families, possibly charging tuition if we become certified by the state campuses/Early Childhood facility)
- Constructing a CISD Early Childhood Facility - housing all Pre-K/Early Childhood learners, staff to support and possibly some other district personnel - would be designed to specifically meets the needs of our young learners (bathroom needs, playground needs, classroom space, physical education/fine arts needs, specialized supports for special education learners, etc.)
- Trying to build and strengthen early recruitment of families to CISD by opening eligibility
Could Require:- Funding construction of new Early Childhood facility (Future Bond)
- Funding to repurpose a current campus/building in CISD and make it an Early Childhood facility (Future Bond)
- Funding to ensure we have needs met with current campuses housing Pre-K/Early Childhood (Current and/or Future Bond)

Career Technical Education
We will strengthen, align, promote and grow our CTE programs of study and create an intentional plan to review secondary facilities and identify possible needs for construction.
Aligned to CISD Core Values: Great Teaching and Redefining Success
Current Reality: CISD is continuing to build on the many offerings and opportunities we have in Career Technical Education (CTE) and possible areas of need moving forward based on interest, career opportunities and partnerships. This includes some of the following areas:- Investigating our current program requirements and sustainability structures
- Developing strategies to increase learner enrollment and parent understanding and engagement with CTE
- Considering alignment of programs offered for middle school learners
- Working to create plans for high-quality staff recruitment and retention
- Exploring new programs of study based on data-driven local labor market projections
- Cultivating community partnership to enrich CTE courses
- Examining post-secondary connections to college, career, and military
Considerations: CISD will continue to look at specific ways we can grow and sustain our programs within CTE.- Possible addition of Cyber Security as these classes could be taught by our current Computer Science certified educators (jobs have grown by over 33%)
- Possible addition of program of study - Advanced Manufacturing and Mechanical Engineering as a marriage of our current Program of Studies: Architecture & Construction and STEM (This could become our biggest hands-on Program of Study known for its emphasis in Robotics)
- Possible program of study expansion with Law and Public Safety
- Possible program of study in the area of Aviation - based on pilot shortage coming to the market, district proximity to airport, link between current A/V and drone filming
- Construction or remodel of current spaces at the secondary campuses for makerspaces
Could Require:- Stronger focus and funding spent on learner recruitment (Local or Federal)
- Funding and time spent for creating program of study video connections (Local)
- Increasing partnerships with the community (Medical Assistant, Audio/Video, Business/Marketing, Graphic Design)
- CTE Showcase to bring in the community and showcase offerings
- High school learners sharing/showcasing with middle school program (during 7th grade iExplore)
- Funding for possible Middle School STEM campus (and expand to other areas in the future) (Local)
- Funding for possible staff incentives based on tiered system approach (some other districts using this model)
- Funding for construction of makerspace areas or repurposing an area with remodeling opportunities (Future Bond)

Fine Arts
We will strengthen, promote and grow our current fine arts programs and find ways to expand our fine arts offerings and facility needs to meet the growing number of participants in various activities.

Current Reality: CISD is continuing to build on the many offerings we have in fine arts and is looking at what additional opportunities we might add. This includes some of the following areas:- Reviewing current facility needs and any upgrades for growth in programs as we continue to have a high level of learner participation each year
- Reviewing our current need for space for performances, specifically reviewing auditoriums and what other districts surrounding CISD currently offer for their community
- Reviewing needs for instruments in elementary and secondary campuses to allow for needed purchases and equity of equipment across the district
Considerations: CISD will continue to look at specific ways we can grow and sustain our practices in the area of fine arts. This might include:- Offering Orchestra starting in 6th grade, growing the program to eventually encompass a full 6-12 curriculum
- Offering Dance in 8th grade, growing the program down to eventually encompass a full 6-12 curriculum connecting with the programs already offered at CHS/CHS9
- Consider the renovation, with the addition of square footage, to the performing arts rehearsal spaces at Coppell MS North
- Explore the construction of a new auditorium/performance space that seats 1,200-1,500+
- Explore the construction of performing arts rehearsal spaces with appropriately-sized rehearsal spaces at Coppell HS for Band, Dance, and Orchestra programs
Could Require:- Funding for any additional staffing by increasing program offerings (Local)
- Funding for facility expansion and upgrades for orchestra as needed at campuses (Future Bond)
- Funding for expansion of dance with specific resources for classes while using current gym spaces at middle schools (Local)
- Funding for expansion of CHS Band areas due to increased enrollment (Future Bond)
- Funding for upgrades and expansion for dance with appropriate mirrors, floors, ballet bars, locker room space, etc. (Future Bond)
- Funding for construction of new auditorium/performance space (Future Bond)

Digital Devices/Tools for Learning - Learners and Staff
We will provide a long-range plan for purchasing and sustaining the digital devices/tools needed for learners and staff to utilize during instruction and to meet departmental needs throughout the district.

Current Reality: CISD is continuing to monitor, create systems and provide support for the numerous technologies and systems across the district that are in place for instruction as well as day to day workings for the district. This includes some of the following areas:- Classroom/campus standard tools: examples (1:1 learner devices, 1:1 CISD staff devices, shared Macbook carts for campuses, high density wireless, classroom projection devices, centralized copiers)
- Reviewing wireless network refresh: wireless access points, possible expansion to outdoor wireless, campus network switches, routers, etc.
- Reviewing Safety and security tools: Security camera, data storage, door access control, possible distributed antenna system
- Network security tools: Firewalls, network access control, network detection
- Audio visual upgrades and replacements: sound systems, projectors, digital signage
- Reviewing Data Center infrastructure, Campus Connectivity and Communication Systems
- Reviewing current and future staff needs based on increased technologies across the district
Considerations: CISD will continue to look at specific ways we can grow and sustain our technology practices while balancing the increasing demands of future technologies. This might include:- Possible staff survey of instructional and technical needs, support levels
- Creating a process for Help-Desk Ticket prioritization of specific needs and reviewing highest percentage of tickets processed
- Enhancement of WiFi (both indoor and outdoor solutions)
- Solution for cell phone signal strength for campuses/buildings - safety
- Explore Real-Time Bus Tracking app for families
- Review staffing needs: Digital Learning Coaches (supporting the instruction, learning systems and district systems) and number of Tech staff support (technology fixes for all devices, network/system support, internal/external technology needs)
Could Require:- Funding for devices/tools for learners and staff (Current and Future Bond)
- Funding for upgrades and needs specific to wireless, safety and security, communication systems, etc. (Current and Future Bond)
- Ensuring time and funding for training with staff and monitoring of trainings happening from district/campus (calendar dates for professional learning and flex time opportunities) for technologies/systems (Local)
- Possible increase of staffing needs based on technologies and impact to the district (Local)

Choice Programs (IB- International Baccalaureate Program and New Tech Program)
We will strengthen, align, promote and grow our current choice programs of IB and New Tech High and look at vertical opportunities K-12 for instruction and partnerships.

Current Reality: CISD is continuing to build on our commitment to learner choice in instructional environments and programming opportunities at the secondary level. This includes the following areas:- The International Baccalaureate Primary Years Program (PYP) at Pinkerton Elementary and the International Baccalaureate Diploma Program (DP) at Coppell High School both designed to provide learners with a global perspective throughout their academic studies
- New Tech High @ Coppell (a high school of choice) designed to be a small learning community, utilizing Project-Based Learning (PBL) as an instructional framework, and providing learners with an authentic audience as they present their solutions to “real-world” challenges
Considerations: CISD will continue to consider how we might grow and sustain our programs of choice. This might include:- Focus on intentional marketing and recruitment for programs of choice
- Implementing an International Baccalaureate Middle Years Program (MYP) (Grades 6-10) which would span a middle school campus, Coppell High School Ninth Grade Campus, and Coppell High School
- Explore the opportunity for “Pre-IB” instruction at CISD Middle Schools and 9th and 10th grade campuses
- Expand our Primary Years Program (PYP) recruiting efforts to include CISD Pre-Kindergarten programs
- Expanding Career and Technical Education (CTE) Pathways available at New Tech High @ Coppell to further differentiate the campus from Coppell High School
- Designate New Tech High @ Coppell as an Open Enrollment Campus (open to families who do not reside within the Coppell Independent School District boundaries)
Could Require:- Funding for marketing and recruitment efforts for programs of choice (Local)
- Funding for educator training in order to implement additional IB Programs with fidelity (Local Budget)
- Fees to the International Baccalaureate Organization (IBO) for expanded programming options (Local Budget)
- Planning and design of an expanded instructional space for New Tech Learners
- Funding for renovation and/or construction at the existing New Tech High @ Coppell campus

Athletics/Physical Education/Health
We will strengthen, promote and grow our current athletic programs and find ways to expand our athletic offerings, physical education opportunities and health offerings for learners.

Current Reality: CISD is continuing to build on the many offerings we have in athletics and physical education as a district. We are also looking at what additional supports and educational opportunities we should build on for health, including physical and mental health. This includes some of the following areas:- Reviewing current enrollment and participation in all sports to see where we might need to expand based on interest
- Reviewing facility needs for upgrades or needs based on growth within specific athletic/physical education offerings
- Reviewing the updated standards from the state for Health PK-12 in order to see what lessons need to be embedded into current curriculum and what additional areas need to be focused on moving forward
Considerations: CISD will continue to look at best ways to support our current program and look at expansion opportunities. This might include:- Consider update/construction of the CHS Tennis Center to accommodate the current and future program participants including locker rooms, lockers, showers, coaches office/restrooms, and public restrooms
- Explore additional swim facility capacity options including either the construction of a natatorium or partnering with the YMCA for construction of additional pools
- Expand the elementary and middle school physical education curriculum to best meet the needs of our community and reach future athletics
- Review and expand health standards to ensure they are being intentionally taught and covered PK-12, review have Health offered at the Secondary level as a part of graduation requirements
Could Require:- Funding construction for CHS Tennis Center (Current and/or Future Bond)
- Construction of a natatorium or partnership with YMCA for construction of additional pools (Future Bond)
- Funding to ensure we have resources needed for PK-12 physical education (Local Funds)
- Time for staff and educators to work to embed the new state health standards into curriculum documents (Local and/or Federal)

- Funding for staffing positions if making adjustments for health to be a part of graduation requirements

Languages Other Than English (LOTE)
We will strengthen, promote and grow our current language programs and find ways to expand future offerings through partnerships with outside organizations.
Aligned to CISD Core Values: Redefining Success and Collective Engagement
Current Reality: CISD is continuing to build on the many offerings we have in LOTE (Languages Other Than English) and is looking at what additional opportunities we might add with testing, partnerships and new languages. This includes some of the following areas:- We currently offer Spanish (6th/7th to former Dual Language Immersion learners and 8th-12). We also offer French, Chinese and American Sign Language 9-12 grades
- Learners may take Credit By Exam for LOTE courses that currently count as Level 2 on grade level courses
- We partner with AVANT and our Assessment Department to offer our learners the opportunity to test and earn credit in over 40 different languages (Learners can test out of 4 years of language credit)
- Learners can also take Dual Credit courses in specific languages (Arabic I-IV, ASL I-III, Chinese I-IV, French I-IV, Spanish I-IV, Japanese and Korean)
Considerations: CISD will continue to look at specific ways we can grow and sustain our practices with languages to allow for learner choice and include as many opportunities to pursue a wide variety of languages. This might include:- Expanding our current language class face to face offerings based on learner demand, budget implications and staffing/resources needs
- Offering correspondence courses or distance learning courses - working with approved institutions and providers
- Offering an Alternative World Language Credit and setting up specific partnerships with the district, which would allow learners to earn a maximum of 2 credits for successful completion of World Language courses not offered by the district from an accredited institution within the United States that are pre-approved by Coppell ISD
- Reviewing current Credit By Exam (CBE) policy for exams counting as Level 2 and seeing what other districts are doing and making adjustments if deemed necessary
Could Require:- Funding for additional staff if adding languages/courses (Local)
- Funding for additional curriculum and resources if adding languages/courses (Local)
- Setting up partnerships that would allow for correspondence or distance learning courses (Local)
- Setting up partnerships with accredited institutions within the United States and setting up pre-approval and processes within our district
- Changing CISD policy for Credit By Exam (CBE) credits

ADA Accessibility
We will evaluate current and future needs for ADA accessibility across the district and create an intentional plan for updating the specific needs found in our facilities and communication tools.

Current Reality: CISD has been working to establish processes for reviewing district needs with ADA accessibility and inclusivity efforts. This includes some of the following areas:- Questionnaire for CISD campuses reviewing ADA and current needs or possible focus areas moving forward with the work
- Partnership between CISD and Region 10 on ADA Compliance Lecture Series
- ADA Awareness “FAST FACTS”in included in the employee newsletters
- ADA “Quick Link” added to the CISD website including an “ADA Concern” option available to CISD staff and Coppell community - The quick link provides information related to current ADA projects and website accessibility statement
- Revision to the CISD Facilities Request form to include a prompt regarding ADA considerations for an event
- On-going consultations with CISD Legal consultants to support needs
- Revisions/additions to the CISD website to include updated ADA information
- Consultations with the ADA Coordinator for the City of Coppell
- Professional development for all CISD employees (ADA Compliance Course)
Considerations: CISD will continue to look at specific ways we can grow and sustain our practices concerning ADA and inclusivity moving forward:- Possible installs for front entry - push button access
- Signage, parking space needs across the district to ensure all needs are met
- Consultation with construction/remodels with experts for needs
- Assigning a timeline for repairs, construction projects identified through our review of campus/building feedback - prioritizing lists of projects
- Continue requirement of professional development regarding general ADA accessibility and awareness
- Consider awareness events to simulate accessibility challenges to raise staff awareness and reinforce compliance
- Consider consultation with “Accessology” consultants to create a “transition plan” outlining project needs and compliance suggestions
- Expand training on inclusive practices for people with disabilities

CISD Community Based Accountability System
We will implement a Community Based Accountability System (CBAS) that ensures all students are future-ready and allows our stakeholders to see a more holistic view of CISD.
Aligned to CISD Core Values: Authentic Relationships, Redefining Success, Great Teaching and Collective Engagement
Current Reality: CISD has been working to establish a Community Based Accountability System.- Coppell ISD believes in a Community Accountability Based System (CBAS) to measure growth and identify opportunities for improvement.
- CBAS matters, because it means our community, which includes our staff, our students and their families, our businesses, and our community members share in the development and analysis of the system that holds the district accountable.
- The CBAS system is from our community and for our community.
Considerations: CISD will continue to examine measurements of accountability and engagement.- There are seven pillars in the CBAS system.
- Student Learning and Progress - Ensure academic success for all students
- Student Readiness - Ensure students are well prepared for their next level of education and postsecondary success
- Engaged, Well-Rounded Students - Engage students in a way that contributes to their overall development and future well-being
- Community Engagement and Partnerships - Ensure that local citizens are a meaningful, integral part of a CBS and can and will support their local public schools
- Professional Learning/Quality Staff - Ensure that every student has quality teachers and adults in the schools that care about students, their learning, and their well being
- Fiscal and Operational Systems - Ensure the district is using its resources to further its mission to educate the students it is assigned to serve
- Safety and Well-Being - Ensure students are educated in an optimal environment that is safe, secure, and conducive to learning
- This year CISD is focusing on Student Learning and Progress, Safety and Well-Being, and Professional Learning and Quality Staff.
